Kevin J. Best, Esq

Kevin J. Best is the principal of the Law Office of Kevin J. Best. He practices primarily in the areas of municipal, homeowners association, business, real property, landlord-tenant and land use law.

Mr. Best is a graduate of the U.S. Naval Academy and the George Washington University's M.P.A. program and began his municipal career on the staff of the Maryland Municipal League as the Manager for Research and Information Management and as the Director of Legal Services. In those capacities he provided technical assistance, legal research and support in the area of general municipal law and administration to elected and appointed officials throughout the State of Maryland. He also acted as liaison to the Prince George's County Municipal Association and served as contributing editor of the Municipal Maryland Magazine.

Mr. Best began his legal career practicing primarily in the area of zoning and land use law at Linowes and Blocher LLP in Annapolis and later joined the local government section of Fund & Bolton, P.A. Mr. Best started his own firm, The Law Office of Kevin J. Best, t/a Best Law in 2010 and is currently the Town Attorney of The Town of Forest Heights, Maryland, the Town of North Brentwood, Maryland, and the Town of Cottage City, Maryland. He also serves as special counsel for several other municipalities in Maryland including Hagerstown, Capitol Heights, Bladensburg, Myersville, Taneytown, and Glenarden.

Attorney Best concentrates in local government law (including annexation, contracts, procurement, ordinance drafting, budgeting, emergency powers, personnel matters, federal, state and local regulations, municipal infractions, land use, zoning, water and sewer matters, annexation, code enforcement, intergovernmental compacts, speed and red light cameras and general municipal administration), as well as homeowners association law, boundary disputes, landlord-tenant matters, debt collection cases and litigation. Mr. Best has argued several cases before the appellate courts and has tried numerous cases before the trial courts of this state.

Mr. Best has been a member of the Maryland Municipal Attorney's Association of the Maryland Municipal League since 2003 and previously represented the association before the Legislative Committee of the Maryland Municipal League. He is a member of IMLA (the International Municipal Attorneys Association). Mr. Best served as a commissioned officer on active duty with the U.S. Marines and later on in the Legal Directorate of the Maryland Defense Force. Mr. Best is also a member of the Maryland State Bar Association, the Anne Arundel Bar Association and the Prince George’s County Bar Association.
